Masters do not agree with Dr Eitel that "this is a far more troublesome proceeding". When I issued a notice through the Second Master a month before Dr Eitel's visit that next term the old system would be revived, their grumblings showed they thought it entailed more labour.

The returns are quite reliable, unless a master is guilty of gross negligence, which is equally possible in the general system.

The Fees Returns are subject to every possible check. They are monthly checked by the Second Master, and the Auditor at the Treasury, and quarterly by the Head Master.

If the masters of each class, who is the only officer who can note the presence of a boy returned from leave of a week or more, is relieved of the responsibility of collecting fees which I have imposed upon him, I cannot be responsible for the result.
